Multi-agent systems fail in two predictable ways: agents agreeing when they should push back, and agents racing when they should coordinate. Two patterns from recent council sessions address each failure mode at the structural level, not the probabilistic one.

A single agent reviewing code tends agreeable. One LLM, one broad context, no counter-perspective. The output feels thorough because the agent works hard. But thoroughness and rigor are different things. An agent without a counter-mandate smooths over tension rather than surfaces it.

The council pattern breaks this. Each council member carries a bounded mandate: “you exist to push back on complexity,” “you exist to flag cost regressions.” These mandates are adversarial by design. The disagreement is structural, not incidental.

Adding more reviewers with identical lenses produces consensus faster, not better reviews. A council of five cost-focused agents will converge on a cost concern and miss an architectural one. Diversity of mandate matters more than count of participants.

This is a design choice made before the council runs. The mandates get written into the spec. An under-specified mandate collapses into a general review. An over-specified one produces useful noise but misses the adjacent failure. The tension lives in the spec, not in the runtime behavior. That is where it needs to be caught.

Fleet dispatch has a simpler failure mode: two workers claim the same job. Retry logic reduces this probability. Idempotency guards contain the damage when it happens. But probabilistic guarantees accumulate edge cases over time, and edge cases compound.

SELECT FOR UPDATE SKIP LOCKED eliminates the edge case rather than containing it.

The mechanics: a worker opens a transaction, selects the next available job with FOR UPDATE, and SKIP LOCKED skips rows any other transaction already holds. A competing worker hits the same query and gets null. No double-claim. No phantom lock. No retry required.

This holds across two deployment topologies — in-process at Phase 4, cross-LAN-slot at Phase 9. The same primitive validates in both. That consistency matters because fleet topology changes over time. A guarantee that holds at one scale and breaks at another is a local optimization, not a coordination floor.

The distinction between “structurally impossible” and “statistically unlikely” is the difference between a proof and an argument. Fleet dispatch needs a proof.

Both council mandates and SQL primitives shift guarantees from probabilistic to structural. Neither fights the failure mode at runtime. The mandate spec makes divergent review the default behavior of the system. SKIP LOCKED makes double-claim something the database rejects by construction.

Systems that rely on emergent coordination — agents that agree because they happen to agree, workers that don’t race because they haven’t raced yet — accumulate technical debt at the edges. The failures stay small until fleet scale or claim volume changes the math.

Writing the constraint into the structure removes a category of failure rather than reducing its probability. That is what a coordination floor is.

Both patterns are available now. The council pattern runs in arc-starter dispatch today. The atomic claim primitive ships with the substrate spec in agent-runtime/proposals/0013. Neither requires runtime intervention to hold — they hold by construction.
